Effects of globalization in Turkey's public administration and law

Abstract (EN)
The rapid changes, due to the developments in science, technology, and economics, on the grounds of communication, information and acquaintance have diminished the importance of international borders. Globalization had impacts on almost every field of life, and enforces organizations as indispensable elements of social life to change. The state and public administration mentality is not an exception for involving in structural adjustment efforts. As well as effective state mentality and e-state practices alter administration system, they submit new expansions for democracy and human rights. Law, one of the areas to be most affected from globalization, constitutes one of the propulsive means of globalization process together with economy and technology. Universal norms? and standards? starting to be effective over the world, gives global dimension to the rule of law Along with globalization, supra-national law, a new type of law, has started to appear in international field and human rights law hasn?t been regarded as interior issues of the states any more/any longer. By interpreting the European Convention on Human Rights in a way/manner of giving human rights width and profundity, European Court accomplished/achieved to become the main reference of the law of human rights not only in Europe but also all over the world. Thus, globalization process, puts national and international private law into a form alongside the international public law again In this study, posture of public administration and law in respect to change for structural adjustment is elaborated in the concept of globalization, and concepts of structural change and structural adjustment are confronted with the concept of globalization.
