Abstract (EN)

This thesis named as The Undersecretariat System In the Republic Era Within the Context of the Institution History, based on the roots of the Ottoman central administration system, is built on the undersecretariat of the prime ministry, the undersecretariats affiliated with the prime ministry and ministries and the office of deputy minister in the Republic period, and focuses on research on the undersecretariat system and its history. Within the scope of this study, in which the undersecretariat system is examined, as mentioned above, the structure that emerged with the establishment of the Ottoman Period central bureaucracy and the ministries and the administrative features inherited to the Republic have been taken into account. The transformation of the undersecretariat of the prime ministry, the undersecretariats affiliated with prime ministry and the undersecretaries of the ministry in the Republic period, and eventually the abolition of the undersecretariats and the transition to the office of deputy minister constitute the limits of this study. It is also an examination of the organizational aspects of the undersecretariats and the legal position of the undersecretary as an office. In the first chapter, the general views of the administrative structures of the Ottoman Period and the Republic Period as well as the position of auxiliary-consultation mechanisms in the Turkish administrative system has been examined. The second chapter of the thesis is named as "Undersecretariat System and Concepts". This chapter has included in the conceptual information on undersecretariat, the information on historical process, classification of undersecretariats and examples in the world. While explaining the conceptual information, terms corresponding to the undersecretariat in foreign literature have been also used. This chapter has presented descriptive information on undersecretariat of the prime ministry and the undersecretariats affiliated with the prime ministry and the ministries in Turkey. The third chapter, titled as "Reform in the Undersecretariat System: Evaluation of Process of the Transition from the Ministerial Undersecretariat to the Deputy Ministry", has explained the period in which the undersecretariat and the office of deputy minister have been implemented together as a dual structure in Turkey and the abolition of the undersecretariat system and the adoption of the office of deputy minister alone, with the transition to Presidential Government System after 2018.
