An example of legal and administrative regulations in the context of institutionalization: The process of transition from Adliye Nezareti to Adliye Vekaleti (1920-1923)

This study focuses on researching and illuminating the histories of institutions that have been preferred as a research topic for various reasons recently. In this context, the institution history of the Ministry of Justice, whose history is not known much although it is one of the leading institutions, has been determined as a research subject. However, the ministry did not claim to research an entire institution history. In particular, the subject was limited by considering the institutionalization stages of the institution in the transition period between 1920-1923. The establishment of the Ministry of Justice, which we chose as the thesis topic in the study, means to illuminate the periodical transition process of the institution with its progress over time, and also to reveal the developmental stages of the Republican Turkey in this process. With this awareness, it is aimed to contribute to the renewing of the institution in social and cultural areas by getting to know itself first. For this purpose, first of all, the historical process of the institution, starting from the Ottoman Empire, was discussed by following the chronological order. In the study, "historical evaluation" and qualitative research methods were preferred, and document analysis technique was used predominantly. Especially in the institutionalization process that started with the opening of the Turkish Grand National Assembly, the transformation of the ministry into the Ministry of Justice and the institutional identity it gained afterwards were revealed with primary sources, especially the parliamentary minutes.
