Components and measurement of intergenerational justice: Proposal of an index

Intergenerational Justice is a concept which gradually draws more attention and is being discussed more widely in the last decade. There are different approaches regarding to the meaning of the concept in international literature from different disciplines such as political philosophy, psychology, ecology, economy; which approach the topic from different angles and refer to it. This work aims to defining the concept of intergenerational justice and its components; to develop an index to quantify the dimensions and to make these dimensions comparable in terms of time and space. To get to the root of the approaches to the topic, the terms "generation" and "justice" are referred separately, the origins of the terms and different approaches from different disciplines are discussed. For this purpose, using the constructivist version of grounded theory which allows the researcher to synthesize literature, secondary data and expert interviews systematically, the main dimensions of intergenerational justice are determined. These dimensions are emerged as political participation, representation and children rights, demographic change, social security, economy, ecology, intergenerational fairness behavior. Then, measurable components are determined, whit the help of measuring methods in the literature and expert interviews, intergenerational justice index is developed. Finally, using the index, the state of the Turkey is measured comparable to OECD countries. Using the index, it will be possible to track progress of a country and compare it with other countries.
