Abstract (EN)

The disintegration process of the USSR was also a process of formation of new states. Among these states Ukraine and Georgia, in the transition period, were obliged to build a state administration in spite of the internal problems, but also to fallow an independent foreign policy. Under these circumstances, it is possible to say that they were both open to external influences. Nevertheless, these two countries, with their geopolitical advantages, were able to fallow an independent foreign policy with the mediation of international organizations.
