Abstract (EN)
One of the most significant dynamics of the international political system appears as being the relative rises and falls of the systemic actors. From a historical perspective, we can surely consider that the concrete cases of Athens, Rome, Spain, France, England and Soviet Union, inter alias, are sufficiently representative examples to justify this undeniable reality. The final conclusion which results from this, however, would be that this dynamics is inherent to the system and that, albeit out-of-sight, functions continuously. In regard of this point, the question of knowing how much and how the United States, the contemporary leader of the international system, was affected by this dynamics quickly became an alarming subject for the majority of the scholars. By the way, this dissertation which intends to study, in a more concrete manner, the problematic of the relative decline of the American power, which is discussed and substantially agreed at the time of the second half of the Cold War, aims to highlight, via the Power Cycle theory, the question whether this manifest decline continues in the post-cold war era.
