Abstract (EN)

This study investigates the present state of cryptocurrency adoption in Libya, emphasizing its applications, economic ramifications, and legal framework. The study is guided by five research questions and examines the developing trends in adoption, beneficial and detrimental uses, economic security implications, and the perspectives of stakeholders on reforming government policies. In-depth semi-structured interviews with 25 participants from a variety of industries, including finance, law enforcement, policy-making, entrepreneurship, academia, and technology, were used to conduct the research. The data was analyzed thematically using NVivo, yielding five broad themes: market evolution, beneficial uses, harmful uses, impacts on economic security, and regulatory environment. The findings show a steady but significant increase in cryptocurrency awareness and adoption, which is being driven by economic insecurity, global impact, and increased technological access. While cryptocurrencies make transfers easier, safeguard against currency depreciation, and promote e-commerce, they have also been connected to money laundering, illegal trade, and potential terrorist financing. The findings underscore cryptocurrency's dual function in either promoting or destroying economic stability, depending on adoption, governance, and user knowledge. A legislative vacuum in Libya increases risks and hinders legal market expansion, prompting participants to advocate for formal frameworks, capacity development, and regional collaboration. The study provides a deeper knowledge of cryptocurrency's socioeconomic consequences in emerging and postconflict financial markets, and it makes policy recommendations for balanced inclusion.
