Libya'da müdahalecilik üzerine yansımalar: Güvenlik Konseyi'nde Venezuelan oylama şekillerinin ampirik bir analizi

The foundation of the United Nations Organization started a new era for international relations (Amici & Cepiku, 2020) creating new dynamics of interaction among the States based on the foundational principles of this organization (United Nations, 1945). Among these principles, for the purpose of this research, it is important to point out the non-intervention principle, which as Vincent (1971) explained, prescribed a standard of behavior that requires respect for the principle of state sovereignty which recognition is fundamental to the coexisting among the States. This principle has been a subject of constant debate, particularly in those issues related to humanitarian action after 2001 with the emergence of the concept of Responsibility to Protect (R2P) which aims to provide protection for the affected population that their states are unwilling or unable to protect (International Commission on Intervention and State Sovereignty, 2001). The main scenario for this debate has been the United Nations Security Council (UNSC) which can be considered the most important body of the UN system bearing in mind the binding nature of its decisions (United Nations Security Council, n.d.). In that sense, the situation in Libya has been extensively discussed within this body representing an accurate example of the Pluralism/Solidarism debate within the normative structure of the English School (Bellamy & Williams, 2011). During the 2015-2016 period, the Bolivarian Republic of Venezuela participated as a non-permanent member of the UNSC playing a prominent role in the discussion process related to the situation in Libya, manifested in its voting pattern (United Nations General Assembly, 2017). In this regard, this research aims to answer the following questions: what is the position of Venezuela in the discussion of the situation in Libya within the Security Council according to its voting patterns? Furthermore, which specific elements are more likely to influence its foreign policy? According to the results obtained, the voting strategies of States within international organizations are based on the principles of their international policy and are more likely to be influenced by the bilateral relationships held with the actors involved in the discussion.
