Abstract (EN)

The maritime industry has been a cornerstone of international trade and a key facilitator of economic and cultural interactions throughout history. However, the harsh working conditions on ships, which serve as long-term living and working environments for seafarers, have sometimes led to the disregard of human rights and appropriate living standards. This situation has caused seafarers to distance themselves from the sector, highlighting the need for improvements in working conditions within the maritime industry. In response, the Maritime Labour Convention (MLC 2006) was introduced as a significant regulation aimed at protecting the rights of maritime workers and ensuring safe working environments. This study examines the deficiencies identified during port state control inspections under MLC 2006 and their impact on ship detentions. The study aims to analyze existing deficiencies, prevent the recurrence of them, and contribute to the protection of workers' rights in the maritime sector. To this end, deficiencies leading to ship detentions will be listed and analyzed using Bayesian networks and machine learning algorithms. The findings are expected to provide significant contributions to improving the living and working conditions of workers in the maritime sector.
