Abstract (EN)
This study has evaluated demands on reopening of Halki Seminary as directly dependent on Greek Orthodox Patriarchate with ?Theology College? status in our modern-day Turkey which is a secular legal state considering management policy ? Nation System - of Ottoman Empire which is a substantially theocratic Islam State towards non ? Muslims maintaining on its soils .Furthermore, the condition of Patriarchate and Halki Seminary of which perspectives are tried to be made virtually international with influence of current political business cycles in the context of USA and EU Relations but they are internal institutions of Turkey has been evaluated basing Treaty of Lausanne and positive law norms in this study.Treaty of Lausanne is an important document by which The Republic of Turkey, found after Ottoman Empire which as dead as a dodo after I. World War ? was recognized in international platform and registered. Within the concept of study, current status of Patriarchate and facilities and possibilities of reopening Halki Seminary were tried to be enlightened by taking conference records and general legal regulations in Agreement related with the Protection of Minorities as a starting point since these issues are included in Treaty of Lausanne directly.As a conclusion , it is emphasized that this issue is an ?internal and current subject? and should be concluded for Turkey basing especially Constitutional Law and Turkish Internal Legislation like in Turkey?s other internal problems .Key words1.
