We started the first step of our research by transcribing the work that obtained from the Institute of Islamic Studies. In this process, we have learned from the authors who convey their experiences and ideas about this period in their works such as Mehmed Selahaddin, İbrahim Temo, Tahsin Uzer, Salih Münir Paşa who has seen the last Ottoman period from Atatürk Library and Beyazıt State Library. In addition, we tried to reinforce this information by obtaining secondary sources describing the political, economic and social situations of the Ottoman Empire in the 19th century. In the first part of our research; We refer to the political, economic and social situation in Ottoman Empire in 19th and 20th the centuries. This chapter is the awareness of 19th Century administrative is not as ideal state order as in the 15th century. We need to remark that, with this awareness of the Ottoman dignitaries, with the thought of the State-i Ebed-i Müdded, it has undergone many changes over the course of the 19th century. In particular, we benefited from the works of our leading researchers, such as Tarık Zafer Tunaya, Feroz Ahmad, M. Şükrü Hanioğlu, Mehmed Hacısaligoğlu, Gül Tokay, Fikret Adanır, Barbara Jelavich, Eric Zan Jurcher, Sina Akşin, in interpreting the processes of the period. When we come to the second part, we presented information about the birth and origin of the Committee of Union and Progress, which played a very active role in the policies carried out by the state in the last period of the Ottoman Empire. In this context, we have to point out that in parallel with the increase in the events of independence in the Balkans and the intervention of the superpowers in the Ottoman internal affairs of the period, there has been an increase in the oppositional attitudes towards the oppression regime of the Ottoman Empire. In this context, we also touched upon the historical and social problems of the society and the Balkan geography in general terms in our second part. In our third part, we evaluated the policies of the Ottoman State in the Balkans and the plans of the foreign states in the Balkans in the work written by Semseddin of Thessaloniki, who tells the process in the Balkans in the first hand.
