Abstract (EN)

Indispensable elements of bureaucratic life of governors works written works which shed light on their own time. First-hand information obtained from these works, the history of places in which they work provides important information disclosure. Sirri Pasha Mektûbâtı'nda XIX. in various parts of Baghdad and Anatolia in the second half of the century, public services, transport services, and education services are investment moves. I Sirri Pasha Letters XIX. the basis for economic development efforts in the second half of the century occurred in the Ottoman Empire education, transportation and public works activities constitute.
