Evaluation of climate change on a sectoral basis in the context of the government's policies in Turkey

Climate change is a problem that threats the world seriously. Because of the fact that it is complex and affects various sectors, this problem is seen as a wicked problem. Especially after the industrial revolution, the increase of fossil fuels is the most important factor that triggers climate change. While the effects of this change are different according to countries, Turkey is located in a group with serious risk. In particular, the effects of climate change in Turkey are mostly in the form of droughts and floods. In order to tackle this, central management has two policies: mitigation and adaptation. The mitigation policy aims to reduce emissions that increase greenhouse gas. Whereas, the adaptation policy aims to minimize the negative effects of climate change. Especially, the countries make international arrangements in order to realize policies. Policies intended for mitigation and adaptation are also implemented in Turkey. In this study, climate policies such as mitigation and adaptation of central managemet in Turkey have been examined in the context of the legal regulations, studies, practices and reports by handling sector by sector. With this study, the adequacy of the studies concerning climate change performed by the public administration at central level about the issues of eliminating the harmful effects of the climate change has been evaluated. Archive scanning has been used as the method of obtaining data in the research. In the archive scanning, studies at the central management level (laws, action plans, etc.) have been applied. In addition, reports, scientific articles and expert opinions of various organizations evaluating central government's studies on climate change have been used. In the light of the findings obtained as a result of this research, it has been observed that there are problems and opposites in applications in some sectors and inadequate issues in some sectors. Especially health, fisheries, tourism etc. sectors can be cited as sectors with inadequate work. First of all, all sectors, including these sectors, should be based on adaptation.
