Business ethics and ethic code: An ethic code suggestion for gendarmerie

BUSINESS ETHICS and ETHIC CODE; AN ETHIC CODESUGGESTION FOR GENDARMERIETunay ELG NABSTRACTPeople needed an intuition which establishes the security and continuity ofthe social life in their whole history. In democratic society, security forces are foundedto answer the demand of safety and to make possible using of personal rights andfreedoms. When the Turkish history is studied, it has seen that security forces havemilitary effects. The security forces were reorganized at the end of the 19th centurybecoming parallel to the developed countries. Police became responsible in the citycenters and gendarmerie, an armed security force, became responsible in rural areas.The forces who supply security service must obey the laws and universal rules. Thissubject took place in 12th item of Universal Declarations of Human Right: ?Securityforces are necessary to guarantee the human and citizenship rights. But this power is forpublic benefit and is must not used by people who have a profit from it has been used.?The unethical behaviors in human right which have done by security forces in last yearsare not only a problem for a country but also a problem for international. Protectinghuman rights and liberties became a common issue.In this globalized world, some very important applications about humanrights have been started and to organize paying attention to this developments aresignificant obligation. It is not been thought that police and gendarmerie are far fromuniversal values in Turkey which is a democratic and social state. Acting suitable forlaws and universal principles is a significant situation for security forces. It is requiredto enhance a contemporary security understanding of determining of a crime andstopping it, using technology, accepting the given authority not a power but as aninstrument for doing duty, human oriented, problem solving, being supported bysociety.In this application, formal limits and universal ethic rules which personnel ofgendarmerie ought to obey, determining of ethic rules are examined.The first chapter contains ethical behaviors from a theorical perspective.Relation between moral and ethics and professional ethics are the other main subjects.Professional ethics in developed countries security forces, internal andexternal mechanisms which control non-ethic behaviors and the ethical education arestudied.In order to determine the answer of the question of "What are the unethicalbehaviors of gendarmerie", eight hypotheses have been set. The variables of thehypothesis are used as questions of the poll. The data which is gathered from the pollwas analyzed using cross tabulation, ANOVA test and correlation coefficient.The citizens generally think that the gendarmerie personals? behaviors aresuitable to the professional ethics. With this thought, it had been seen that some of thebehaviors should be corrected.Paying attention to the result of the poll, an ethic code suggestion forgendarmerie has been setup.
