Exploring the qualifications required of principals of vocational an technical high schools and qualifications framework for training them

The aim of this study is to determine the principal competencies needed in vocational and technical secondary education institutions and to develop a competencies framework for their training for the development of competencies. The study is designed in three stages. In the first stage of the research, documents sent to schools through the document management system, internal correspondence documents, current legislation, book on the subject, printed scientific works consisting of articles and theses was examined using document collection technique and document analysis method, which is one of the job analysis methods. Content analysis was performed using NVIVO 11 qualitative research package program. The second stage of the research is designed in phenomenological design which one of the qualitative research methods. A structured and semi-structured interview form was designed to collect data and interviews were made with the managers. The study group of the study consists of school principals working in 10 different official vocational and technical secondary education institutions affiliated to the Ministry of National Education in Muratpaşa, Kepez, Döşemealtı, Konyaaltı and Aksu regions, which are 5 central districts in Antalya, in the 2019-2020 academic year. Criterion sampling method, one of the purposeful sampling method used in qualitative research, was used to determine the study group. In the determination of principals, volunteer female and male participants with professional seniority of 10 or more and working as principals in vocational schools for 5 years or more were preferred. The descriptive and content analysis of the data was made with NVIVO 11 qualitative research package program. Competencies determined at the end of the research; 4 competence areas that are interrelated and complementing each other, namely "humanistic", "conceptual (decision)", "technical", "technological", and the fields of competence under them and the competency indicators associated with these fields. In the third stage of the research, a competencies framework was tried to be determined within the framework of the data obtained in the first and second stages.
