Contribution of vocational qualification certificate to employability: A research on cement employers' perception

Unemployment has become one of the most significant problems not only of developing countries such as Turkey, but also, as of today, even of developed countries. The phenomenon of unemployment which, in this sense, has a global nature, leads countries to think, further develop existing solutions or seek new solutions considering the extent of the problem and the difficulties it presents. One of the most important ways in question is the active labor market policies implemented to increase the quality and employability of the labor force. In this study, Vocational Qualification Authority (VQA) Certification which is considered as an active policy and which is a basic component of National Qualification System is discussed. Related to the subject, the evaluations of the parties of the industrial relations system have been included, and a perception scale has been developed based on the criteria affecting the employment decision; through this scale, the perception of Turkish Cement Industry stakeholders regarding the VQA Vocational Qualification Certification in Turkish Labor Markets was attempted to be presented. Following the presentation of the findings of the research, it is aimed to put forward solution proposals based on various findings that are considered to be significant as well.
