Abstract (EN)

The topic of this thesis is Security Problem on Metropolitan Areas andSolution Proposals. As it is known, the world has been in a rapid changeprocess for the last two decades.By the giddy improvement of communication technology in the 21stcentury, economical, political and cultural globalization has reached the peakpoint, and it has brought new responsibilites, while it compelled rehabilitationand arrangements on the security of urban areas. Now, murder, snatching,drug traficking, forgery, destruction of forests, construction corruptions, organtrafficking, even human traficking started to be understood as normal andeven a part of the daily life. Public administration has been into such criticaltransformations. The system of public administration is needed to berehabilated constantly in order to ensure its adaptation to the developing andchanging circumstances. The basic framework in the thesis is seen as theneed of reorganization of urban areas? security and the idea of solving thesecurity problems in the metropolitan cities by more effective and logicalways.This study consists of four chapters. At the first chapter the followingissues are examined; in the conceptional framework, the historicaldevelopment and definition of the city, the definition of urbanization, itscharacteristics, reasons, the concept of metropol, and the issues ofmetropolitan areas administration.At the second chapter; political manners in the metropolitan areas?administration and the relation with crime are explained at length.At the third chapter; the definition of security notion, its associations interms of state, individuals, society and public, the position of security as anargued and neglected notion and its relations with globalization are studied.Then the structure and mechanism of security organizations in New York,Tokyo, London and Turkey, the problems of security organizations in Turkey,solution proposals related to the arrangements and changes that are neededin the secuirty field are analyzed detailly, and a new organizational model isformed.At the conclusion chapter; the thesis is ended with the summary of thestudy and final evaluation.
