The evaluation of the Ministery of National Educations Human Rights and Democratic Education Program

Training and development which are about changing behaviour can be important in improving the performance of teachers in their jobs as they now exist. Attitudes, knowledge, and skills can be all improved. Such improvement can change the job behaviour of teachers, thus producing beter performance and results. Educating more qualified teachers starts with before in-service training and can be provided by continuing with long-life training process. The main objective of this study is to evaluate the target and content, the trainers? presentation, the environment, the period and the accommodation of the in-service training programs called ?Human Rights and Democratic Education For Trainers? which were taken place at In-Service Training Institute in Mersin on 5-16 March and at In-Service Training Institute in Van on April 16th-27th, 2007 by the Ministry of National Education?s Department of In-Service Education-Office. The survey-type was used in this study. In order to obtain data on individual demographic characteristics of the participants a 5-question-form and in order to identify participants? opinions about the programs a 38-question questionnaire was used. The question-form and questionnaire which are developed by the researcher were administered to whole a 137-participant. The data obtained was analyzed via some statistical techniques such as mean, percentage, standart deviation, t-test, ANOVA and LSD test. The data revealed that although the majority of participants have the positive opinions according to the fields of the target and content, the trainers and presentation, the training environment and the training period, their opinions about the accomodation are found out at average level. According to the location variables of the programs, there is a relation between the in-service training programs in Mersin and the in-service program in Van in the fields of the target and content, the trainers? presentation and the accommodation but there is not a relation between the both locations in the fields of the training environment and the training period. It is seen that there is no significant difference in terms of the participants? opinions of the training programs according to the gender and age variables. According to the variable of seniority, in although there is not a statistical difference between the participants? opinions of the training programs according to the fields of the trainers? presentation, the training environment and the training period, there is a signifcant difference in termes of the target-content and the accommodation.
