The Problems of norm cadre application in National Education (Turkish) and solution propasals about the topic

In this research the subject is the problems faced with in The Application of Standart Position in the Ministry of Education, and the proposals about the solutions of the faced problems are studied. A literature research about the subject was done and managers, teachers, and teachers' trade union members were asked about their opinion by way of an interview. The publications about the study consists of four parts. In the first part, the need for a change is pointed out with the fulcrum that the Standart Position application is because of the need for a change, and because the Standart Position is a total quality study, the total quality management is held. In the second part, Standart Position is studied in general, and the reasons why it was applied in Turkey and the problems faced with in its application in general are studied. In the third part, The Standart Position Application of the education system and its problems that it causes are studied. In the last part of the thesis, some interviews with teachers, teachers' trade union members and school managers are given to support our research. The most important results which came out of the study are the followings: - First of all, it has been a right decision to begin the Standart Position Application. However The Application of the Standart Position was started without doing the sufficient preperations. The insufficiency in the number of schools, the inappropriateness of the physical conditions of the schools, and the insufficiency in the number of teachers can be shown as the most important lacks in the Application of the Standart Position. Since the timing of the application was not suitable, a lot of problems aroused and they were tried to be solved out with new circulars. However, these simple solutions did not work out.While passing to The Application of The Standart Position, managers, teachers and teachers' trade union members were not asked for their opinions. This is the most significant obstacle in the acceptance of this application. - Although the regulations seem to be ideal on paper, in the application of the Standart Position there are some breaches especially caused by persons which later cause inequality and unfairness. Due to the fact that the number of teachers whose spouses are judge/public prosecutor, general officer/noncommisioned officer and police officer are very high in number and that they have the right to priority in the appointments which causes inequality and unfairness which makes the other teachers untrustful to their institutions and also causes a decrease in job quality and business satisfaction. The solutions that are proposed to solve the problems faced with in The Application of Standart Position in the Ministry of Education are the followings: Before The Application of Standart Position, the importance should be given to the education of the teachers. The number of the schools should be made enough and the deficiencies in the physical conditions of the schools should be solved. The teachers who have no courses/lessons or not have enough courses/lessons should be given courses/lessons that they should give compulsorily for their salaries and teachers should not be given unnecessary extra courses/lessons. Thus, the waste of their time and also the extra vagence of teachers should be ended.VI The Application of Standart Position should provide equality and fairness and should be applied to every teacher/school administrator in the same way. The application must be fair and objective. Modality should not be let in assessment and inspection, and a democratic system should be provided. The Turkish National Education must be thought as the main issue of the country, so that the teachers and school administrator appointments of the Ministry of Education should not depend on the other ministries staffs' appointments.
