Primary education in National Education Councils

In this study, National Education Councils which discusing the problems of education, searching solution ways and taking important decisions were analyzed. In Nationcal Education Councils for primary schools, I. National Council of Education, II. National Council of Education, III. National Council of Education, IV. National Council of Education, V. National Council of Education, VI. National Council of Education, VII. National Council of Education, VIII. National Council of Education, IX. National Council of Education,, X. National Council of Education, XI. National Council of Education, XII. National Council of Education, XIII. National Council of Education, XIV. National Council of Education, XV. National Council of Education, XVI. National Council of Education, XVII. National Council of Education and XVIII. National Council of Education investigated. The past to the present and the present study examined all councils primary subject area to be examined in detail. In the study of primary education, which is in the decisions of the council, council decisions on the agenad of the government reflected on the concept of elementary school, elementary school council decision on how to the transfer the information presented in the application. This study examined the documentary IV., V., VII., IX, XI, XII., XV., XVI., XVII., XVIII. Decisions on National Education Councils took place in primary school have been identified. The research consist of five chapters. First chapter refers that "Introduction", in second chapter, method of research was approached, third chapter is theoretical framework and related literature, in fourth chapter, "Results and Comments" have been revelaed and in fifth chapter, "Conclusions and Recommendations" are included. In this study, the sources which were published by the Ministry of National Education are mainly used sources, as well as training in the basic sources used. Councils, which are subject to assessment for this study are like following that; Council decisions will be sufficient to solve the problems of Turkey's education and training to meet the expectations of society, but their decisions are not transferred or the time of application to be transferred into the level of efficiency of these studies can not be expected. By these research results, once again the importance given to education was studied to show. In addition, ups and downs in education from part to present what has changed in the field of education or in terms of a better understanding of whether or nothings are changing and most importantly, in terms of determining what needs to be done is of great importance for the future. This research was intended to achieve results; Councils in Turkey for primary education and improving the healthy functionin of the education system to solve the problems and make important decisions to be taken, but, in the event of implementation of these decisions largely solved the problems experienced in education and training, of the society in achieving the level of contemporary civilization save to emphasize a stage. In the light of the findings of research on the problem, for taking place more effectively in terms of primary education the Councils of National Education, Councils, providing the power of sanction, Implementing Regulations to the dates, agendas, teachers, students, parents, university faculty, and with the participation of academics determination in terms of the number of members and participants with more people, so much better to be represented, and some suggestions are made only to a forum on the primary.
