Abstract (EN)

The National Chief Period, which began with İsmet İnönü, who came to power with the death of Atatürk, is known as a period with unique characteristics in Turkish history of democracy. This period in which the road map determined on the basis of Atatürk's principles and revolutions is followed also an adventure of democracy. Turkey remains outside the alliance during the Second World War.Turkey has adopted a policy of neutrality. During this period, extraordinary situations determined the politics of the country and the world. Turkey also some mandatory policies has led to the monitoring of the management of National Chief. The policy of advancing and rooting the reforms of the Atatürk period and not failing to support the burden of war on the people has caused the National Chief policy to collapse in many areas. The taxation policy implemented in order to alleviate the war economy caused the public to drift into misery while solving the cash needs of the state. This period in which the political, social and economic dynamics of the country was attempted to be normalized by the state intervention itself, led to an authoritarian approach to governance. The prosperity that was sought through land ownership and economic reform policies has opened the door to some new developments that will prepare the National Chief for its own end. In the first part of the study, economic policies applied to villages and peasants in Atatürk period were examined. In the second and third parts of the study, the policies of villages, peasants and property which are followed in the direction of the policies of the governments of this period are examined. This period, which ended with the transition to multi-party political life, left behind a conception of government incompatible with the understanding of democratic life.
