Turkish ministry of interior during modernization process

What kind of transformation has the structure which is nowadays the Ministry of Interior undergone and where does this transformation stand in Turkish modernization? This thesis is mainly focused on these two questions. And proved that the Ministry of Interior was the most important tool of the reforms during both modernization processes: the Ottoman modernization before its dissolution and the Kemalist Revolution during the first years of the Republic of Türkiye. Evidences that prove that this issue can be traced back to the tendency of the transition to centralism are discussed. In the era of centralist nation states, the empire, which had embraced a decentralized governance throughout its classical period, was put to the test by centralism. At this point, it is important to inquire if the Empire chose to fully embrace decentralization or fully embrace centralization throughout the final stages of the Ottoman Empire and the Republic era, or did adopt a unique method by partially experiencing both? This work found out that the regime tried to benefit from the accumulation of experiences it herited from its predecessor by transforming it accordance with the requirements of the period and its needs, rather than completely rejecting it. The Turkish modernization has been analysed in two ways. Firstly, it has been compared with other countries during the Ottoman period by using horizontal comparison, and secondly, vertical comparison has been used when comparing the Ottoman period and the Republic. Despite the fact that centralism was chosen as the main concept of the comparative research, Huntington's adaptability and flexibility; differentiation; the institutionalization criteria listed as autonomy and internal consistency and consensus were also extensively utilized.
