Abstract (EN)
In this study, the aim is to unveil Mongolia's experience with the parliamentary government system by providing a concise overview of government systems. The research conducted for this purpose initially establishes a comprehensive conceptual framework surrounding the parliamentary government system. Within this context, the meaning, historical background, shared characteristics, advantages, and weaknesses of the parliamentary government system are discussed. Subsequently, the history of Mongolia's parliamentary government system is explored, focusing on an examination of the relevant provisions within the active Mongolian Constitutions. This analysis encompasses the government systems implemented from the earliest written Mongolian Constitutions of 1924 and 1940, through the 1960 Constitution, up until the present-day 1992 Constitution. The regulations pertaining to the parliamentary government system and its structure within these Constitutions are individually scrutinized. The aforementioned government systems are evaluated in terms of their historical background, constitutional institutions, functionality, and encountered challenges.
