The oversight of the executive branch by the legislature in Mongolia

This thesis will consist of two main sections. In the first section, the oversight function of the legislative body will be examined comprehensively. Within this framework, the legal and political significance of the legislative body's oversight authority, its historical development, functionality, and importance in democratic systems will be analyzed in detail. Additionally, a thorough analysis will be conducted on the oversight mechanisms of legislative bodies over the executive, including their types, effects, and how they function in light of international comparisons. In the second section of the thesis, the Mongolian Parliament's authority to oversee the executive branch and how this authority is exercised will be examined in detail. Within this scope, the legal and constitutional framework of parliamentary oversight mechanisms in Mongolia, their implementation practices, and effectiveness will be evaluated. Furthermore, challenges faced in overseeing the executive, the advantages and disadvantages of the existing system, and the extent to which these oversight tools are effective will be analyzed. Based on these assessments, concrete findings regarding the success or shortcomings of legislative oversight in Mongolia will be presented, with a focus on potential reform proposals.
