Abstract (EN)

Emphasizing that waterfront areas are one of the most critical areas of the city to which they belong, the aim of this work is to demonstrate the share of waterfront use in urban development and the importance of urban life. Within the scope of this thesis, a study has been carried out in order to define the urban development role of waterfront use based on 'urban open space' reality, in the waterfront area of Mudanya district, which has a strategic position in the Marmara Region. According to the main structure of the thesis which is formed in this direction, the concept of the urban open space, its components and types are revealed in the first chapter. Conceptual formation diagram is prepared for urban open spaces where democratic, inclusive, accessible and public benefit concepts are emphasized. At the next stage of the study, detailed studies focusing on urban waterfront areas emphasized the importance of waterfront areas and use in urban literature and urban life. In the last part of the thesis, according to the approach taken with the urban waterfronts, The waterfront area of Mudanya has been examined in terms of cultural values and identity, the four main waterfront concepts which are 'natural waterfront, 'active waterfront', 'accessible waterfront', 'waterfront management'. Then, in the evaluation of the results of Mudanya-specific analyzes, the deductive diagram, SWOT analysis was made, suggestions were listed, and finally the definition of vision for the waterfront area of Mudanya was given. Waterfront areas play a key role as a major shareholder in urban development. Understanding the location of the waterfront use of the waterfront area is important at this point. The description of waterfront use that provides strong links between society and place is crucial in terms of the continuity of community integrity, due to the peculiar qualities of waterfront cities. When addressed in this context, the waterfront areas are faced with exploring, learning, thinking and resolving the issues that need to be tackled. Nowadays, the waterfront possessions and the value of collecting value have largely lost. Since they have lost their urban identities to a significant extent, social readings on the waterfronts have been possible in history, but today this situation has lost its validity. Past waterfront activities and functions have disappeared. However, the constructions and waterfront areas that established the ties with the past have gradually disappeared. The basic point of view that makes up the background of the thesis; the common mission of the waterfront areas should be to be in direct life and to provide collective benefit in every sense. Urban open spaces, based on accessibility concept, is a kind of rehabilitation area in the city that welcomes users from every profile. For this reason, urban open spaces should be recognized, designed and managed as areas of interaction where cultural and historical ties are maintained, where user priority, social and economic injustice are absent. The implementation of spatial production as 'democratic' and 'inclusive' during the planning and design phase allows us to start accessing urban areas to our cities. In other words, promoting participation and active use makes the community an accessible urban area, taking into account the user from every profession. At the same time, the production process in which the user is involved gives rise to conscious societies sensitive to the urban environment. Cities will have ideal open areas when accessible urban areas are sustained through 'public benefit' throughout use. Waterfront areas are an extremely important resource for building strong cities. It is a social link that brings all the traces of the city together and brings the user together from every profession. It contributes to cultural, social, economic, environmental and spatial uses promised to the city, as well as to the urban development and preservation of urban identity. The development of water-related uses and economics, accessibility along the waterfront, mixed use, hosting various activities, all of which must be assessed within urban identity and incorporated into urban fabric. Waterfront areas, where natural landscape is preserved, accessible, active, well-managed and able to fulfill all other urban open space requirements, open up urban sustainability. Urban waterfront areas are evaluated under five basic conceptual headings with the developed approach. On the one hand, the examined waterfront area is examined in terms of cultural heritage and identity, while on the other hand the literature is examined under the concepts of natural waterfront, active waterfront, accessible waterfront and waterfront management. These five key concepts constitute the first ring of evaluation model available for each waterfront area. Subsequent tangible and intangible sub-concepts specific to the waterfront area that are examined subsequently form the second ring of the model. Each sub-concept shows the way and the point of action for a correct urban development. Natural Waterfront: Providing the design and standards that will reduce most ecological and physical damage, protecting waterfront areas and effective waterfront use. Active Waterfront: It is expected that the waterfront areas of a city's life veins will be effective, vibrant, active and productive. The concept of active waterfront provides the social, economic and cultural sustainability of waterfront areas by combining these characteristics under one roof. Accessible Waterfront: Waterfront areas should be accessible both physically and socially for users from every income group and age range. Accessible waterfront; urban connectivity and continuity and all the possibilities provided by more users. Waterfront Management: Waterfront management is the creation of a form of management based on integrated policies and strategies that will enable waterfront areas to work together and in harmony with public and local groups. The Mudanya study was detailed with analysis, detection and observations made within the framework of these concepts. The sites that reflect Mudanya's cultural heritage, socio-cultural texture, fisheries and the direct relationship with the water in the past are emerging as subjects to be emphasized. In terms of the natural waterfront, the waterfront area can be expressed by the shoreline and green areas. Because it is an urban area, it has lost its natural waterfront characteristics. There is no green area in the city center that allows permeable surface, but the settlement adjacent to the coast-edge line is dominant. This form of construction is a negative situation in terms of making unresistant. For the active waterfront, the focus should be on port activities, fishing, day-to-day tourism, marine transport, event planning and clean water. Activities such as ongoing tourism, commerce and transportation, marine transportation are very important in terms of being an element that makes sense of usa. In this respect, all these activities need to be reinforced. However, declining fishery and water quality, poor open-space activities, adversely affect use. The issues that need to be addressed in terms of accessible waterfront are vehicle transportation, parking, pedestrianization, public transportation and water access. Vehicle traffic experienced negatively affects the accessibility of the coast. Another negative aspect is that there are few points that can be touched along the waterfront. At this point, the urban use without access to water is very limited. In terms of waterfront management; inter-institutional communication, participation and urban-urbanism are some of the most pressing issues of Mudanya. The weakness of inter-institutional communication has led to the failure to carry out the decisions that would be taken in favor of the public regarding the waterfront area. On the other hand, it was seen that participation was not supported and urbanism was not created. While the development vision of the city is being developed, the waterfront area's unique character should be foregrounded and the importance of waterfront use should not be neglected. When they are understood correctly and importance is given to waterfront use in this sense, it becomes a permanent power for the cities. It should not be forgotten that different waterfront areas have different potentials when doing all these. Although based on common principles, the conditions within each development zone should be analyzed; waterfront areas have their own competitive advantage and are built towards urban development.
