The issue of the Mushafs' investigation: Sample of Tatkik Masahif Committee

The time of Sultan Abdulhamid II in the Ottoman Empire was a period when publishing was flourishing. The newly developing intellectual movements, opposition activities and regulations regarding the modern education system accelerated the printing and publication of books and developed a control mechanism. In this respect, first, the Consultation of Inspection and Examination Committee was established under the Ministry of Education in 1881 to review the books in the publishing house before they were printed. Then the Tatkik Al-Muallafat Commission was established in 1306/1889 within the Shaykh-al-Islam Institution to investigate the religious texts and treatises before they were published. After the committee's establishment, the publication of the Mushafs in the publishing house was allowed, and the Inspection of Masahif Sharifah Committee was established in 1309/1892. Since the missions of Tatkik Al-Muallafat and Inspection of Masahif Sharifah Committee are similar, these two assemblies were combined with the name of Tatkik Masahif and Muallafat Shariyah Council. Tatkik Masahif and Muallafat Shariyah Council carried out its mission until 1924. The Republic of Turkey continues the activities of this committee, which it inherited from the Ottoman Empire, as the Review Board of Mushafs under the umbrella of the Presidency of Religious Affairs. In this thesis, in the light of the Shaykh-al-Islam and Ottoman Archive documents, the following topics were discussed in detail: the establishment purpose, functioning, authority and service area of the Tatkik Masahif and Muallafat Shariyah Council; its function in the ilmiye (scholars) bureaucracy, its place in the Shayk-al-Islam Institution, archive resources related to the parliament, its officials and their scholarly careers and biographies.
