Abstract (EN)

Producing potable water is a fundamental task of infrastructure, primarily executed through potable water liquefaction units. Hence, maintaining these units is crucial to sustain their potable water production and extend their economic lifespan. Additionally, rejuvenating these units parallels comprehensive maintenance at the end of their economic cycle. Therefore, the focal point of this research is the preparation and advancement of a maintenance management system for these units, aligning its significance with the maintenance process and potable water production. This initiative represents the core objective of this research. The study delves into the principles of maintenance management and how to structure a system and its constituents. To provide a clear understanding of the research problem, it proceeds to explore the maintenance of drinking water liquefaction units. This exploration is substantiated by an in-depth analysis of the maintenance reality in water projects, encompassing the methods, frequency, and duration of maintenance activities, as well as administrative aspects tied to maintenance. The goal is to devise a modern, contextually fitting maintenance management system applicable to the water liquefaction units located in various regions around Najaf. Several deficiencies were identified within the existing system, the most significant being inadequate and inconsistent documentation and reporting of maintenance activities, along with the absence of an evaluation system for the maintenance process. This absence leads to an unstructured approach to planning, scheduling, and monitoring, devoid of standardized controls for maintenance performance. The limited budget allocated to unit maintenance inevitably results in the neglect of certain less critical maintenance tasks, amplifying potential issues due to delays in completing essential activities. To address these criticisms and enhance the current maintenance management system, the researcher proposed multiple subsidiary systems that collectively form the primary system. This proposed system comprises five key components: a planning subsystem to optimize the total maintenance cost, a staff allocation subsystem determining the necessary staff numbers and types based on the unit's capacity, a budgeting system calculating the available funds, an evaluation subsystem suggesting criteria for maintenance performance assessment (the cost of producing one cubic meter of water and staff productivity), and a reporting subsystem supporting an improved documentation system. Furthermore, a computer program was recommended to implement the proposed planning system, and the project management program (Microsoft Project) was advocated for leveraging its capabilities, including monitoring and report generation.
