Abstract (EN)

The poverty is an issue involving all societies and; having social, economic, political causes and effects. The purpose of the study is to demonstrate the presence of a strong theoretical and econometrical relationship between institutions and the poverty. In this context, firstly, it was investigated what are historical, social and economical bonds of the poverty problematic. By developing a large point of view on issue with this investigation, it was concluded that the issue has very deep roots. This conclusion was required to reveal what is the perspective of the Neo institutional economics on this issue. For this reason, secondly, we urged upon views and persons which unveiled the school of Institutional Economics and investigated the historical and philosophical background of the school. After revealing the demonstrating the presence of a strong relationship between institutions and the poverty, the issue of the fact that whether there is economically such relationship was constituted as tertiary study area. In this context, the relationship was determined between institutional superstructure for countries and the poverty, the findings were found as in nature supporting the theory.
