Abstract (EN)

Globalization, which was put into practice by the Central countries after the Second World War, and deepened in the economic sphere after 1980, has made these countries increasingly dependent on foreign economies by suppressing the economic policies of underdeveloped/developing countries. Agricultural policies are also highly influenced by this transformation as part of economic policies. In the course of the process of economic deregulation/liberalization in the post-1980 period, multinational corporations that took over every stage of production from field to market, together with leading international actors such as World Trade Organization (WTO), International Monetary Fund (IMF), World Bank (WB) is observed. The point that should be considered here and which is the starting point of the study is that the developed countries demand their protection from foreign trade protection and producer support mechanisms while protecting their producers. This task is carried out by the IMF and the World Bank by using IMF 'structural adjustment policies' Bankası in the name of developed countries. Turkey, where payments in the late 1970s has entered into this process with aşamayın January 24th Decisions by the crisis of balance. Within the framework of the ekonomik stabilization program çalış determined by the IMF, macroeconomic balances have been tried to be achieved through Dünya structural adjustment uyum loans used by the World Bank. So far, relatively closed and tight development strategy adopted by Turkey and outward from that date, has adopted a development strategy formed the basis of the market economy. The process of abandoning agricultural products, the most important item of its export portfolio, has also begun. In the course of time, the removal of foreign trade protection and agricultural support mechanisms of agricultural products caused erosion/loss in agricultural production and a collapse in agricultural sector. Today the developed countries in the study also highlighted that the largest agricultural exporter countries, Turkey is both a chronic current account deficit, which is a problem both towards industrialization as a country of destination, to the conclusion that should not neglect the agricultural sector in order to use more effectively the resources have been reached.
