The objective of this study is to argue the opinions of students, parents, administrators and teachers about the basic high school implementation. The study was performed by using phenomenology which is one of the qualitative research methods. In this study in which criterion method is used from the purposive sampling methods,the sample group consists of 10 students and 8 parents who prefer basic high schools, 6 administrators and 8 teachers who are currently working in public high schools. Individual interview forms, which are suitable for the participants type that depend on the semi structural interview questions, are employed in the study. Data analysis was done using content analysis technique. The results of data analysis indicate that, according to the students, parents, administrators and teachers, it can be said that students prefer basic high schools in order to prepare themselves better for the university entrance exam. The students and the parents think that the teachers in basic high schools are more concerned about students' personal problems, and problems related to classes. Most students also think the counselling service in basic schools is more effective. According to the student, parents, administrator and teacher views we can say that in the context of a broad, relevant and inclusive curriculum, public schools are more qualified than the basic schools whereas basic schools are more qualified in the context of rights-based learning and assessment. However in the regard of a child-friendly, safe and healthy environment both public and basic high schools have positive and negative aspects. From this point it can be said that by providing a cleaner and a healthier environment for the students basic high schools are more qualified than the public high schools on the contrary public high schools are more qualified than the basic high schools by providing students entertainment and resting places. According to the parents' view, while basic high school imlementation on the public high schools comforts the teachers by reducing the number of the students; to the administrators and teachers basic high school implementation has negative effects on teachers and school administration. Moreover according to the views of parents, administrators and teachers it can be said that basic school implementation is a threat for the public education system.
