Abstract (EN)
The main purpose of this researc is to determine the factors causing the migration of qualified human resources abroad and to provide policy recommendations for the elimination of these factors. At this point, the research was conducted on the example of health professionals and it was tried to determine the satisfaction levels of health professionals who emigrated abroad and the push and pull factors that are effective in the migration intentions of health professionals who want to go abroad. For this purpose, the results of the semi-structured interview form prepared using the information obtained from the literature and conducted with 64 health professionals, analyzed with the MAXQDA 2020 analysis program, are included. According to the research results, three important driving factors that push health professionals to emigrate abroad are occupational factors (poor working conditions, long working hours, missing career opportunities, professional dissatisfaction, lack of educational and development opportunities, etc.), legal/political legislation (lack of occupational laws, lack of attention to employee rights, lack of sanctions for crimes committed against a health worker, etc.), economic factors (low level of economic development, lack of opportunity to accumulate, low pay, etc.) consists of. The three important attractive factors of migration that are effective in the migration of health professionals are demographic /sociocultural factors (quality of life, social rights, opportunities for social activities, the opportunity to be close to family and friends, the opportunity to get to know different cultures, the advantage of learning a different language, etc.), professional factors (improvements in the number of patients per health professional, advocacy of employee rights by professional organizations, Decontamination of mobbing among colleagues, educational development opportunities, occupational safety, etc.) and legal/ political legislation (the imposition of deterrent penalties for crimes committed against health workers, the implementation of occupational laws, the protection of employee rights, respect for human rights, etc.). The adaptation factor to the social fabric is important at the point of advantages of migration; psychological factors are important at the point of disadvantages. The participants emphasize the importance of working and living in safer conditions in a freer, happier society. It has been found that health professionals decently make the decision to migrate abroad without graduating from university, and there is a negative effect between increasing specialization in the profession and intention to migrate. The research results complain about their dissatisfaction with sociocultural factors and especially occupational factors rather than economic reasons. It turns out that the problems caused by the lack of conscious number of patients compared to developed countries reduce the quality of service. Ignoring the professional knowledge of the health professional, violence by patients, mobbing by such as the lack of implementation of laws and policies to prevent negative situations are also important factors that push the physician to emigrate. The dissatisfaction of health professionals who migrate abroad with the developments in Türkiye and the fact that they do not think about a reverse migration is also one of the important outcomes of the study.
