Ömer Nasuhi Bilmen' s Scholarly Personality and Analysis of His "Hukuki Islamiyye ve Istilahah Fıkhiyye Kamusu". In our thesis, we tried to study Ö. Nasuhi Bilmen' s life and to analyse his noble book, "Hukuki Islamiyye ve Istılahatı Fıkhiyye Kamusu" from a legal perspective. We began our study with Turkish codification which is the introductory chapter. We tried to give general informations about the legal system in Ottoman community before Tanzimat. After that, transition from Tanzimat to republican legal system and new legal era which begins with the Republic has been studied. Then, we gave some informations about Ö. Nasuhi Bilmen and his noble book and passed to main chapters. We assigned second chapter only to his book. In our thesis we tried to answer some important questions about the book. After analyzing general classical sysmatic of fiqh and especially Hanafi's legal systematics, we tried to investigate the very systematics of Kamus and it's place among these classical systematics. The references used in Kamus have been classified as Hanafi's and other's. Keywords: Kamus, codification, legal system, legal systematics, bibliography. IX
