The effect of agricultural support policies on agricultural productivity in OECD countries

Agricultural activities; It has maintained its importance from ancient times to the present day with the production of food that people need, the raw material resources it provides to the industry, being among the important export items of the countries and employment areas. In this thesis study, it is aimed to analyze the effect of agricultural supports applied in OECD countries on agricultural productivity. Techniques Used in the Study: Data Envelopment Analysis (DEA), a primary data analysis technique used to evaluate inter-unit efficiencies, particularly allowing for the analysis of multi-input and multi-output processes, and the Tobit model were employed in this study. The reason for using the Tobit model is that the efficiency scores obtained through DEA vary within the range of 0 to 1, and therefore, classical Ordinary Least Squares (OLS) estimation would produce biased results. When DEA results are examined, the imbalance in the distribution of input usage of inefficient countries reveals inefficiency. In the Tobit model results, it was seen that the policies applied directly to the producer and implemented with a price support target among the agricultural supports applied caused instability on market prices and a negative effect on productivity. General Service Supports, such as R&D, education, marketing and promotion, which are not provided directly to the manufacturer, have been observed to have a positive impact on the event.
