Abstract (EN)

Within the scope of the 11th Development Plan prepared for the transformation of the Turkish Ministry of Industry and Technology, a model factory (SME Competence Center) will be established as of 2018. The Consultancy Support Program has been launched. These model factories are training centers that provide applied training and consultancy services in digital transformation, lean production and productivity increase in businesses. Model factories were established for the purpose of improving industrial processes, testing new technologies and training employees. These model factories established in the university-industry cooperation model encourage innovation by contributing to education, research and development activities. In this way, it creates a significant synergy with state institutions in achieving national goals and increases the competitiveness of the country. The aim of the study is to examine how the training and consultancy services provided in model factories provide information to companies and SMEs in the field of production planning and management. It also aims to investigate how model factories can contribute to different areas in the production process. In this direction, a comprehensive literature review was first conducted before the research and forty four questions were created as a result of interviews with field experts. Later, with the approval of Erzurum Technical University Scientific Research and Publication Ethics Board, the validity and currency of these questions were evaluated in line with the opinions of academicians and experts, and they were reduced to twenty four questions under six headings . After these twenty four questions were prepared according to the focus of the study, face-to-face interviews were conducted with factories in Kayseri, Konya, and online interviews were conducted with factories in Ankara, Izmir, Bursa, Gaziantep, Mersin, and Adana. The answers given by the experts were examined using the Delphi technique, one of the qualitative research methods, and conclusions were drawn by taking into account the opinions of the experts and the common ground. According to the analysis results, model factories increase the international competitiveness of sems by increasing their production efficiency, while making significant contributions to regional development and sustainable industrial development with innovative training and consultancy services.
