Türkiye experiences frequent disasters such as earthquakes, landslides, avalanches and floods as a natural consequence of its geographical location. It is almost impossible to prevent the occurrence and reduce the frequency of disaster events. What can be done in this regard should be to understand the nature of the natural event that is likely to occur and to work towards reducing the effects of the losses and damages it may cause. In other countries, such as our country, which is located in geographies located in active earthquake zones around the world, a large part of the existing building stock is not sufficiently resistant to earthquakes. While some of these buildings are structurally inadequate - in terms of regulatory requirements - some of them may have completed their economic life or may be functionally far from meeting user expectations. These buildings are faced with the decision of retrofitting or demolition-reconstruction. This decision is usually based on economic data. This study, which is the subject of thesis research, proposes an evaluation model for school buildings in need of reinforcement. The model allows evaluation and determination of the situation with a percentage weight for existing school buildings in need of reinforcement against earthquakes, in relation to a total of 4 (four) performance indicators at Structural/Physical, Functional/Architectural, Environmental/Energy and Economic levels and 23 (twenty-three) sub-criteria related to these indicators The study consists of five main chapters. In the first chapter; the purpose, importance and scope of the research are tried to be revealed together with general information about the research topic. In addition, a review of the current literature on the research topic is given. In the second chapter, the concept of retrofitting and the need for retrofitting are explained and the situation of public buildings is mentioned. In the third chapter, information about the concept of decision making and multi-criteria decision making methods is given. Chapter four is the chapter in which the structure of the proposed thesis research model and the components of the model are defined, the conceptual framework is created and the model is presented. In this section, information on the methodology, scale, field and survey studies used to create the decision support model is explained in detail. The survey results, which were prepared for determining the importance weights of the key performance indicators Structural/Physical, Functional/Architectural, Environmental/Energy and Economic and sub-criteria, and which were prepared by utilizing the knowledge, experience and experience of highly specialized experts in the field, were processed into Super Decisions software with AHP steps, thus coefficient values to be used for the proposed Y.İ.Ç.E. (Structural-Y, Functional-I, Environmental-Ç, Economic-E) evaluation model were obtained. In addition, the score number points prepared with the help of Likert (5-point) scale to determine the current situation level for each sub-criteria were determined. In the fifth and final section; the proposed evaluation model was applied to sample school buildings (public buildings) and with the help of the information of each building subject to the application, Structural Performance Score (Y.P.P.), Functional Performance Score (İ.P.P.), Environmental Performance Score (Ç.P.P.) and Economic Performance Score (E.P.P.) could be calculated for their current status. In addition, with the help of the importance weights for the key performance indicators, the building Y.İ.Ç.E. score was also determined. According to the results of earthquake performance analysis, a research was conducted to determine the current status performance levels of buildings in need of reinforcement based on structural, functional, environmental and economic indicators. In addition to the existing methods, it was revealed that the decision support model "Y.I.Ç.E." Score, which was put forward by the thesis research, can be used in making the decision of REINFORCEMENT or DEMOLITION-RECONSTRUCTION for school buildings in need of reinforcement.
