Accountability behaviors of school directors on pre-school education institutions

Abstract (EN)
The purpose of this research is to determine the level of accountability of school principals in pre-school institutions. The study universe of this research consists of preschool teachers working in independent preschools, in the center and all districts of Kocaeli Provincial Directorate of National Education in 2016-2017 academic year. There are 43 independent preschool both in city center of Kocaeli and all districts of Kocaeli, 301 teachers are working in these schools. In this study, since the entire study universe was going to be reached, no attempt was made to take sample. 49 of the total 301 teachers were not reached and the research was applied to 252 preschool teachers. However, 225 teachers reported opinions on the topic and 7 of the scales were excluded from the sample because it was determined that the questionnaire was not filled in accordance with the directive rules and the scale of 218 teachers was evaluated. Screening model, one of the quantitative research models, was used in the research. After obtaining the necessary permissions, scale of 'School Accountability Accountability' scale, which was adapted to Turkish language by Celep and Öztürk (2009) , used as a means of collecting data. Percentage and frequency analyzes were used for analyzes related to the demographic information of preschool teachers. Kruskal Wallis H and Mann Whitney U tests were applied to compare the mean scores of the scale scores according to gender and occupational seniority variables. The obtained data were analyzed on SPSS 24.0 and the significance level was taken as 0.05. According to the results of the research, teachers stated the level of school administrators' ability to fulfill accountability behaviors by choise of 'I Agree' according to 'Responsibility' and 'Answerability' sub-dimension and by choise of 'Always Agree' according to 'Openness' sub-dimension. In the opinions of the teachers, it was found that there was a significant difference according to the age variable, while there was no significant difference regarding the level of school managers' ability to fulfill their accountability behaviors compared to the occupational seniority variable.
