Abstract (EN)

With the civil war that started in Syria in 2011, instability and chaos started in the country; the Syrian people who did not feel safe for themselves and their families in this instability turned to the search for a safe region and forced migration became inevitable. Just as the forced migration is towards the country, it has also been out of the country and the largest share of this migration has declined in Turkey. As of May 2018, the number of Syrians within the scope of temporary protection in our country is 3 million 583 thousand 434 persons (GİGM, 2018). Along with the forced migration, the needs of the Syrians especially in terms of marriage, health, dressing, nutrition and education have emerged. Education, in these needs, has gained importance in terms of the integration of the two communities since the civil war in Syria has not completed for 7 years and the possibility that they will be no returning back. Syrian children, in the first years, were educated in GEMs established in the camps, as of 2016-2017, GEMs have closed down in the process, and then beginning from 1st, 5th and 9th grades, registration to public schools began. With the registration of public schools, many problems have begun to appear in many areas. This research necessary to identify the problems that administrators of the schools in Kilis that were trained by Syrian students had experienced in administrative sense and to propose solutions for these problems. In Kilis, the rate of Syrian population to Turkish population is 95, 61%. This rate makes Kilis the city that hosts the most Syrians in the Turkey considering Kilis's population and for this v reason the integration of the Syrians is even more important for Kilis. The research was carried out by applying the case study from qualitative research methods. The study's study group consisted of 10 primary school principals who are from non-random sampling techniques and determined by criterion sampling technique. The interviews were conducted with the semi-structured question technique developed by the researcher and the findings were obtained by means of content analysis. According to the findings obtained, the school principals specially were informed about language and communication problems in the schools they were working with, also, the surplus of Syrian students, the determination of hinterland, the incompatibility between the parents (Turkish-Syrian), the school culture adaptations of the Syrian students, discipline and behaviourissues, academic failure, financial resources, personnel needs and in-service training needs of students. According to the views of school principals, it has been suggested that the solution of these problems is due to the demographic deterioration of Kilis in particular and that dilution of the Syrian population, serious studies for the solution of the language issue, equal distribution of Syrian students to provincial schools and, if necessary, the allocation of education, auxiliary services and technical personnel, and the appointment of the appointments were effective in resolving these problems, as a result of the separation of the budget, the allocation of autonomous budgets and the aid to the schools, without the separation of the directors.
