The effect of school administrators' office guarantee on administrative decisions and practices

This research is a qualitative study conducted to reveal the effect of school administrators' office guarantee on administrative decisions and practices with the opinions of school administrators, teachers with administrative background and branch managers and to develop suggestions based on the findings. The research was prepared in nested multiple case design from the case study designs. The study group of the research consists of 30 participants in total, including 18 school administrators, 9 teachers with administrative background and 3 branch managers serving in Kepez, Konyaaltı and Muratpaşa districts of Antalya province in the 2022-2023 academic year. Maximum diversity and snowball sampling methods were employed to determine the participants. Data were collected through individual interviews and document analysis based on legislation. A semi-structured interview form prepared by the researcher was used during interviews with the participants. The data collected were analyzed through content analysis and descriptive analysis. The research is valuable in terms of revealing the practices in the Turkish National Education System regarding the principle of guarantee (office guarantee), which is one of the important principles of human resource management, determining the effects of the office guarantee on the organizational and individual dimensions, and offering suggestions to practitioners for a more effective operation. Based on the research data, many of the participants think that the office guarantee of school administrators is not sufficient. It is identified through participant opinions that school administrators' motivation has decreased, their sense of belonging to the organization has weakened, their authority has weakened, they cannot use their powers and they are exposed to the oppressive attitude of senior management due to the lack of office guarantee. The participants believe that the insufficiency of the office guarantee of school administrators leads to indiscipline in the organization, decreases the efficiency of teachers, and reduces the quality of the education and training process.
