A possible air-to-surface attack against the city of Istanbul would result in an escape algorithm based on the user's current position, using neural networks through early warning systems. After the attack, life support and facilitating search and rescue teams' work are another goals of this study. Calculations will be done according to incoming data given by the early warning system (approximate position) because of that the terrorist attacks are out of scope. The type of terrorist attacks is not air-to-surface. By creating data set for possible attack scenarios, artificial neural networks will be iterated until the error margin decreases. The results will be listed as user-friendly. Istanbul was chosen as the study area.
