Abstract (EN)

This thesis is prepared to disclose Ömer Nasuhi Bilmen?s, one of the contemporary Islamic scholars, conception of Ahkam Verses as well as to determine whether the ideas in his exegesis works are generated from his own ijtihad. In preparation of this thesis, verses on which the discussions from the past to present focused are examined by using sampling method rather than taking all the Ahkam Verses. While examining the verses, initially the related views formulated during the course of the history are taken account; later Bilmen?s conception of these verses is discussed. Subsequently, Omer Nasuhi Bilmen is aimed to be identified intellectually in terms of where he stands in the history from an intellectual point of view among other intellectuals having different perceptions and approaches.The thesis is composed of four sections. In the first section, which is prepared as an introduction, the theme, purpose and method of the thesis as well as main remarks regarding Bilmen?s life and works are included. In the second section interpretation and explanation of the verses regarding main pillars of Islam Salah (prayers), Zakah (giving of alms), Saum (fasting during Ramadan) and Hajj (pilgrimage to Mecca) are included. The third section is reserved for the interpretation of verses regarding family law and criminal law.
