The legitimacy of the USE intervention in Iraq in the framework of the preventive self-defense doctrine in international law

With the September 11 attacks and the USE's interventions first in Afghanistan and then in Iraq, one of the most discussed issues by the international community has been preventive self-defense. However, neither an internationally valid agreement nor a customary rule has been formed regarding the concept in question. Therefore, although this concept continues to come up again in some interventions or threats to use force, it is unclear whether it is legitimate or not, and if so, what its limits are. Therefore, the most reasonable assessment that can be made for now is to examine whether the concept of preventive self-defense is suitable for this, by looking at the regulations and evaluations on the concept of self-defense. However, the international community should be able to end this uncertainty as soon as possible and make an international regulation on this issue or put forward a precedent decision.
