Examining the relationship between organizational culture and strategic planning in the local goverments: Case of Kahramankazan Municipality

Parallel to the new public management approach, has been obliged to prepare strategic plan for public institutions. The strategic planning process that has been shaped within the existing cultures of public institutions has started. In this context, the aim of this study is to determine the effect of organizational culture on attitude towards strategic planning in local goverments. The study consists of four chapters except the introduction and conclusion. The first and second parts of the study are conceptual frameworks. In the first part of the study, the concept of organizational culture, prominent models and the basis of the research are Denison model. In the second part, strategic planning process is evaluated in terms of the dimensions of the scale used. In the third part of the study, the hypothesis of the research was formed by examining the relationship between organizational culture and strategic planning depending on the literature review. In the fourth part, the findings of the research method and analysis are given. The research was adopted quantitative method. The survey tecnique was used in the study and the survey was conducted in Kahramankazan Municipality. The Denison Organizational Culture Scale and the Strategic Planning Attitude Scale, were used. The Denison Organizational Culture Scale was adapted from English. The validity of the scales was tested with confirmatory factor analysis and the reliability of the scales was tested with Cronbach Alpha. Regression analyze were performed to make the research a relational analysis. The data were analyzed by SPSS and AMOS programs. As a result of the analyzes, it was concluded that the organizational culture and the mission dimension, one of the organizational culture dimensions, had an impact on the attitude towards strategic planning.
