The assessment of performance in organizations and an application in the state economic enterprises

The aim of this Thesis is to assert the criterions to which the managers in the State Economic Enterprises give more importance, during the assessment of performance process which gains importance day by day, currently. According to this aim, primarily, the assessment of performance, its importance, all steps of the assessment of performance and the areas in which the consequences of the assessment of performance are used, are searched in a theoretical frame and a detailed literature review is made. In the following part, there occur how the personnel in the public sector is assessed by the registry system and the criticisms made to this system. Again, in the same part, the establisment of the State Economic Enterprises, their history, the status of the personnel are researched and the system of the assessment of performance is worked through.At the last part which is the research section, to which criterions the medium and senior executives give importance while assessing the personnel in the Purveyor of Government is researched. At the end of the analysis, it is observed that mostly the quality of the work made is given importance by the managers in the questional base. At the same time, when the question groups are taken as a base, it is seen that the managers mostly put the ability of management into the front part. The result is, while the managers give importance to monitoring and auditing, they also put the ability of management and social traits into the front part, among the personnel in inferior position.Key Words: The Assessment of Performance, The Criterions of the Assessment of Performance, State Economic Enterprises, Registry, the Purveyor of Government.
