Abstract (EN)

Forests have an important place in terms of environmental, economic, health and social aspects of human life. Forests, which are stated as the lungs of the world, are expressed as the oxygen source of the world. In addition, forests have an important place in the economies of countries in terms of forest products trade. Forest products are also used in the fields of health and pharmaceutical industry. Forest areas that people use in a social sense have an important position in people's social life. However, as a result of people's unconscious use of forests, forests are seriously destroyed. This situation and forest fires that have increased in recent years seriously threaten the existence of forests. In the historical process, forest fires have shown themselves in every period. However, in recent years, the number of forest fires has been increasing due to global warming. Forest fires appear as a crisis and disaster process. This is a process that should be managed at an optimal level. Within the scope of disaster management, it is applied as risk management before fires and crisis management after fires. In this direction, the methods of combating forest fires, which have increased significantly in recent years, and the management of forest fires are discussed. The role of the central government in the fight against forest fires and the function of local governments in connection with it are important. The aim of the study is to examine the center-local relations in the context of fighting and managing forest fires.
