Abstract (EN)
The devolution of education management authority to local government is a much debated question. In The Development Plans and The Turkish National Education Councils, officialdom which cause the loss of energy, money and time, deficiency of coordination in education system, authorization mass on top management are explained as negativities of central government.In this study, perceptions of state and private high school about devolution of education management authority was examined. School directors? wievs was controlled below five dimensions in addition to advantages and disadvantages of devolution of education management . These dimensions are management of human resource, management of student services, management of education programmes management of general services and management of educational funds.In the research, survey method was used. State end private high school directors in Ankara at 2009?2010 education terms were taken as participants. So as to collecting research data a form that developed by researcher was used. In the analysis of the data collected with the data collecting means Statistic Program for Social Sciences (SPSS) have been used. In the statistical analysis of the collected data unidirectional analysis-of-variant (F) for unrelated groups and Scheffe test, frequency (f) percentage (%) arithmetical average (X), standard deviation (SD) techniques have been benefited. The gained findings have been interpreted with tables. For controlling differences between groups, p= 0.05 significance level was taken into consideration.The findings reached in the research are as the following:The majority of high school directors think they cannot perform their functions effectively with the centralizing structure of the Ministry of National Education where authority to adjudicate is gathered in the upper management units and the central organization of the Ministry of National Education should transfer a part of its authorities to local organizations and that education system should be reconstructed. High school directors also think that it would be disadvantageous in case central organization of the Ministry of National Education transfer authority to local organizations, because more influential individuals among the people may affect education management for their own advantage, thus it would get harder to ensure equality in education and education may stray from its general goals and principles if education directors who work in local organizations take advantage of it.
