The opinions of the high school teachers' working in bolu about school principals' decision making skills and pri̇nci̇pals' usi̇ng authority and resposibilities

The purpose of this study is to determine the high school teachers' opinions about the school managers' usage level of authority, responsibility and deciding abilities. The populition of the research is constituted by the teachers working in high schools in 2013-2014 education year n Bolu. 18 high schools and 675 teachers are situated in extension of the population. Survey model has been used for the study. Data collection device has consisted of three sections. As a data collection tool, "Personal Information Form" "Determining the Degree of Authority and Responsibility of Secondary Education Principals" survey developed by Keser (2007) and Acet (2006). The scale has been applied to 675 teachers working in 18 high schoolsand 406 surveys have been considered valid. Data have been evaluated using SPSS 20.00. Mean, standard deviation, Kolmogorov, Simirnow, Mann Whitney U test and Kruskal Wallis test have been used while analyzing data. The research has reached the following conclusions; Teachers, have stated "Mostly Agree" opinion with =3,67 level, in all dimensions of the "School Principals' Decision Making Skills Scale" and also have stated "Agree" opinion with =3,85 level, in all dimensions of the "School Principals' Using Authority and Responsibilities Scale". Teachers' opinions for the "School Principals' Decision Making Skills Scale" have not had significiant differences but there has been found gender and type of organization variables had significiant differences in sub dimensions of " School Prencipals Decision Making Skills Scale", "Identification and Detection the Problem" "solution offers development fort he problem Decision Application Audit and Evaluation. Beside this, teachers', opinions for the "School Principals' Decision Making Skills Scale" have significiant difference in gender and type of organization variables in all sub-dimensions which are "Identification and Detection the Problem", "Solution Offres Development for the Problem", "Decision Application, Audit and Evaluation". While teachers' opinions for the "School Principals' Using Authority and Resposibilities Scale" have not had significiant difference in any of variables which are age, branch, educational level, marital status, seniority and tenure in the organization, in other variables they have had a significiant difference. While Teachers' opinions for the "School Principals' Using Authority and Resposibilities Scale" have had significiant difference in gender and type of organization variables in all sub-dimensions which are "School Development", "Staff Affairs", "Education", "Bureaucratic Affairs", "Environment"; only significiant difference in "School Development" and "Education" sub-dimensions according to the age variable , in other dimensions, they have not showed a significant difference. There has been found highly significiant corelation between the opinions of School Principals' "Decision Making Skills Scale" and "Using Authority and Resposibilities Scale".
