Abstract (EN)

Forming Base Cadastral Maps For Cadastral Information System In Orthogonally Measured Urban Areas In Turkey, cadastral surveys have been completed up to 98% in cities, 81% in small towns, and 66% in villages, with respect to the figures supplied by General Directorate of Land Titles and Cadastre (TKGM). Cadastral surveys have been carried out by different methods such as tacheometrical, orthogonal, photogrammetrical or completely graphical methods. This has yielded cadastral maps incompatible by their scale, accuracy and coordinate systems. On the other hand, Cadastral data has a very large user community; It is needed in nearly any application involving geospatial data. For this reason, there has to be a solid framework in place, to be able to disseminate cadastral data with the desired qualities required by various user communities. This was the moving point of the Titles and Cadastral Information System (TAKBİS) project, started in 1992. However, TAKBİS has not succeded due mainly to the incompatibilities in the qualities of the cadastral data in place. Naturally, this outcome had tremendous negative impact on public and private sectors and let them solve their data problem in their own way. Local governments, one of the major clients of cadastral data, have been using several approaches to resolve the problem. Some of these approaches are coordinate transformations, regional zoning plan applications, revision of cadastral maps, and zoning plan improvement applications. However, in the average of applications, these methods have not produced satisfactory results. On the contrary, they have introduced newer problems to the scene. Many of the academic research over this problem have concluded that in Turkey's cadastral data is of heterogeneous quality and a "renowal" of the cadastre is indispensable. This has yet brought up another issue which is whether all or part of the cadastre is to be renowed. In this thesis, another approach to the problem has been proposed and its applicability has been tested using different districts' cadastral data for the city of Trabzon. It has been concluded that digital cadastral base maps may accurately be produced from the original cadastral surveys. It has been shown with the "real" data that this approach works well for the regions where cadastral surveys had been done using orthogonal methods.
