Abstract (EN)
Osman Nizami Pasha was an important statesman whose name was rarely heard. In the second half of 19th century, Statesmanship of Osman Nizami Pasha started with his taking place in committee of order that was to bepresentedto Emperor of Germany with his father Ali Nizami Pasha and continued till the establishment of Republic of Turkey. Reports he wrote up during his duty as a military attache in Rome Embassy, are very important because they can help us understand the events of the term. He worked as an administrator in Berlin Embassy successfully and continuously for five years when Ottoman Empire was struggling with both domestic problems and foreign problems and it was the time whenthe lifetime of governments founded were very short. After his Berlin Embassador duty, during his short but effective ministry of public works duty in the council of ministers in Said Halim Pasha, realized the important projects about agriculture, irrigation and transportation. He also served as Romania military governorship during 1st World War. In the last period of his statesmanship he served as the lastAmbassador to Rome. Because we rarely see his name in political historiography, it caught our attention and we aimed at revealing a detailed biography of this important statesman and filling the gaps about his life. This work will enlighten his state duty travel that started with his father Ali Nizami Pasha and ended with his last Rome Embassador duty of Ottoman Embassador. While the 79 years process is being explained, in the person of Nizami Pasha, political, militaryand diplomaticaffairs of the timewill be taken under consideration.
