Abstract (EN)
As the result of financial policies of caputulation and the Tanzimat period, Duyun-ı Umumiye Administration has kept busy the Ottoman Empire and has caused an argument on the use of the right of the sovereignty. The Ottoman State was unable to fully manage the financial resources of the country while struggling the rights of some foreign origins. All of this was causing administrative weaknesses. Financial and administrative administration of the State is under the influence of foreigners. In 33 years time the ruling II. AbdulHamit had always had to deal with an external struggle and internal conflict. The period between the declaration of II. Abdulhamit's power on August 31, 1876 and the beginning of World War I for the Ottoman Empire on October 30, 1914 is a turning point in terms of Middle East, Turkish and Islamic histories. Looking at this time period through the petroleum economy, increasing military consumption has accelerated to buy oil instead the use of coal, which was common in the world economy. The fact that Britain started to use oil on the war ships caused to make the primary target of the Ottoman lands. Britain has succeeded in seizing from the Ottoman Empire to deal with the growing need of the oil, the secret political works carried out in the geography of oil, and the agreements of today's Saudi Arabia, Kuwait and B.A.E with regional leaders, In this period, the Ottomans chose the Baghdad Railway Project to the Balkans and the Middle East to pass for dissolution.
