Abstract (EN)

The profession of governor comes from an ancient tradition. Although the governor is observed from the first Turkish community and states with different titles, powers and duties to the present day, it is the sovereignty in which he rules as the greatest administrative chief of the provincial administration in general. Before he adoption of Islam, the titles of chief, amid, amil, Sanjak Bey, Beylerbey in the Ottoman Classical Age, governors and governors in the previous periods of the Tanzimat and Dissolution, and in the Republic of Turkey, the titles of governor are reflected on the rocks. It is also known that the dynasty family was appointed as the governor of the province in order to gain state experience. In this study, it is tried to explain the development and change in this historical process. The organization consisting of four groups, the First Part is the provincial structuring in the first Turkish- Islamic states, the Second Part is the provincial administration of the Ottoman Empire and the profession of governor in it, the Third Part is the governorship profession in the Republican Period, and the Fourth Part is Mektubizade Mehmet Reşit Pasha, who is an important character in the governorship task in terms of setting an example for the ship. sustains his life. The life and past importance of Mektubizade Mehmet Reşit Pasha (1868-1924), who did not experience the collapse of the Ottoman Empire and the establishment periods of the Republic of Turkey, and was especially known as an educator and administrator and held important positions, has been one of the main suspects of the thesis. He spent about 32 years of his 56-year life in government service. The civil service life of Mehmet Reşit Pasha coincides with the very important historical past turning point. He works in many different geographies of the Ottoman Empire. Respectively; These are the governorship of Siroz Sanjak, Edirne, Mediterranean Islands, Manastır, Ankara, Kastamonu and Sivas. Among these places, the duty of the Governor of Sivas is extremely important. In Sivas, where the foundations of the new state were laid, his full support to Mustafa Kemal Pasha, the leader of the National Struggle with his foresight and clean nature, is important, but also contributing to important things as the Sivas Congress can achieve. In addition to his duties in the civil administration, he served as the Deputy of Ergani in the Ottoman Parliament and the Kozan Deputy in the Grand National Assembly, which was opened after the occupation of Istanbul.
